- Petitioners from the unincorporated community of Silverado, California, want to transfer inhabited territory from the Orange Unified School District (OUSD) to the Saddleback Valley Unified School District (SVUSD). The area is approximately 60 square miles and is located in the Santa Ana Mountains in eastern Orange County, California. The area of transfer includes Silverado, Black Starr, Ladd, Williams and Modjeska Canyons. The transfer of territory would shift school attendance boundaries from OUSD to SVUSD jurisdiction. The "project" as defined for this Initial Study involves only the environmental consequences of changing the school district attendance boundaries as described previously.
