Document Description
The applicant is requesting a conditional use permit in the A zone district per Section 19.12.030(H) for a nonhazardous oilfield waste treatment or recycling facility to allow the re-establishment and expansion of a previous transfer facility on the site. Non-Hazardous oil-field chemicals would be delivered to the site from various sources including tank bottoms, wastewater, drilling residuals and materials from spills or releases. As proposed, up to 875 tons/day of both solids and liquids will be received at the facility. Between 10% and 40% of the mixed material will be solid content material. The facility will generate less than 10% of residual materials from the incoming loads. The incoming waste received at the facility will be unloaded into a 320 barrel (bbl) receiving tank and will be mixed in a 500 barrel, where a three-phase centrifuge will mechanically separate solids and fluids.
