- NOTE: Review per lead The 2010 Bicycle Plan (2010 Plan) is a comprehensive update of the City's existing Bicycle Plan, originally adopted by the City Council in 1996 and re-adopted in 2002 and 2007. The Plan is a component of the Transportation Element of the City's General Plan and is the City's blueprint for meeting the needs of bicyclists. The purpose of the Plan is to increase, improve and enhance bicycling in the City as a safe, healthy, and enjoyable means of transportation and recreation. The Plan establishes long-range goals, objectives and policies at a citywide level and contains a broad range of programs and actionable steps towards making Los Angeles a more bicycle friendly city.
