Adoption of the Columbia Circulation Improvement Plan which will allow the County and other public agencies to plan and implement predictable, coordinated and fiscally appropriate community circulation improvements. The Plan identifies needed road improvements, intersection enhancements, historic heritage improvements, parking projects, alternative circulation routes, transit enhancement projects, bicycle paths, pedestrian routes and equestrian trails and prioritizes the improvements for consideration upon funding availability.

After reviewing the project and its setting, the Environmental Coordinator for the County of Tuolumne has determined that the project is statutorily exempt from review under the California Environmental Quality Act (CEQA), pursuant to Section 15262 of the State CEQA Guidelines because the project consists of a planning study for possible study for possible future actions which have not been approved or funded. All projects identified in the Plan would require environmental review prior to approval, funding and implementation.
