Document Description
The Department of Toxic Substances Control has issued an Emergency Permit to Marine Corps Base Camp Pendleton (Camp Pendleton) to treat hazardous waste by open detonation. The items to be treated are military munitions items recovered by the Los Angeles Police Department during a criminal investigation, totaling 20 pounds of net explosive weight. Camp Pendleton Explosive Ordinance Disposal (EOD) personnel have determined that the items are considered unsafe for shipment or indefinite storage. The emergency permit is effective from July 28, 2010 through August 13, 2010. Treatment will be scheduled depending on weather, logistics, and availablilty of personnel.

Reasons for Exemption
The proposed detonation will be performed in a manner that minimizes potential environmental effects or impacts by implementing the following controls; Treatment will be performed on the CAmp Pendleton EOD Trainging Range. Only EOD trained specialist will be handling the material. Camp Pedleton is a secured government installation and no unauthorized personnel ae allowed on the Base property. The area shall be inspected after treatment to ensure that there is no release of hazardous waste from the area.
