The proposed project is to restore the inner boat basin to its capacity and function prior to the extensive damage caused by the November 2006 tsunami generated by the 8.3 mag. earthquake in the Kuril Islands. The preferred alternative will restore the damaged inner boat basin to pre-disaster capacity and service levels as well as reduce the likelihood of damage from future tsunami events by including the installation of a wave attenuator as part of the replacement of H dock. The project area includes the inner boat basin, area immediately adjacent consisting of rock slope protected inner walls, and the existing paved area adjacent to the inner basin to be used as a staging area.
