Document Description
The proposed project consist of 1) a Zone Code Amendment (ZCA09-02) to create a new zoning classification, Chapter 21.209 - Cannon Road Agricultural and Open Space Zone (CR-A/OS) and amend Chapter 21.06 - Qualified Development Overlay Zone to incorporate a minor site development plan review process; 2) a Zone Change (ZC 09-06) to apply the new zone to several parcels of land located on the north and south sides of Cannon Road east of the I-5 Freeway and remove the Commercial/Visitor-Serving Overlay Zone; 3) a Local Coastal Program Amendment (LCPA 09-05) to implement the Zone Changed and Zone Code Amendments, and to amend sections of the Mello II Local Coastal Program (LCP) , Agua Hedionda LCP, and Carlsbad Ranch Specific Plan SP 207(I) for consistency with the provisions of the new zone; and 4) two amendments to existing Specific Plans (Carlsbad Ranch Specific Plan - SP 207(I) and Specific Plan 144(K) to ensure that provisions os the Specific Plans are consistent with the provisions of the new zone. The Cannon Road Agricultural and Open Space Zone is being created in order to implement the provisions of "Proposition D-Preserve the Flower and Strawberry Fields and Save Taxpayers Money" (Prop D) approved by the City of Carlsbad voters in November, 2006. The Cannon Road Agricultural and Open Space Zone contains a list of permitted agriculture and open space uses, guiding principles for establishment of the uses and standards that will apply to future uses and development proposed in the zone. No physical development is proposed at this time. The project consists entirely of policy actions that will regulate future development in the area in which the zone is applied and amendments to existing land use documents to achieve consistency.
