Document Description
Sacramento Suburban Water District (SSWD) proposes to transfer to four SWP contractors a total of 4,377 acre-feet of water made available by pumping groundwater in lieu of diverting surface water under its Wholesale Water Supply Agreement Between the City of Sacramento and Sacramento Suburban Water District. The City of Sacramento has petitioned and the SWRCB has approved to change the place of use of Transfer Water. The transfer water will flow down the American and Sacramento rivers to the Sacramento-San Joaquin Delta, where it will be pumped at SWP Banks Pumping Plant. The DWR will transfer the water to the four SWP water contractors' service areas. The transfer water is intended to alleviate water shortages within the four SWP contractor's service areas due to ongoing dry conditions and would not support new development.

Reasons for Exemption
SSWD filed a Petition for Temporary Change with the State Water Resource Control Board on April 20, 2010, pursuant to Water Code Article 1725 et seq. The SWRCB approved the transfer on July 2, 2010 (Order # 1010-0025-DWR). In accordance with Water Code Section 1729, temporary changes filed in accordance with the provisions of Chapter 10.5, Article 1 of the Water Code (Temporary Changes) are exempt from the requirement of Division 13, commencing with Section 21000 of the Public Resource Code.
