Document Description
The WMACC green waste drop off and grinding site will operate under CalRecycle standards (section 17862.1) for chipping and grinding operations. The site will receive clean green materials from the public and grind that material prior to its transfer to the associated West Marin Agricultural Co-Composting operation, for co-composting with equestrian and dairy wastes. The purpose of the project is to enable local recycling of local green wastes while facilitating nutrient management activities on the dairy. The project will supply bedding materials for the dairy, compost for local agricultural and horticultural uses and provide and provide greenhouse gas reductions via enhanced soil carbon sequestration. The project will benefit the partner dairy, local green waste produces, the County of Marin, the local agricultural community and the general community via air and water quality improvements and atmospheric carbon sequestration.

Reasons for Exemption
The project will involve minor construction (Class 3) site developments with minor alteration to land (Class 4) and will be a non-disposal facility with an estimated diversion from disposal of approximately 99% of all materials received. The WMACC project provides environmental enhancement benefits by reducing nutrient, pathogen and sediment inputs from tributaries to Tomales Bay, currently listed as impaired under section 303(d) of federal Clean Water Act for sediment, nutrients, mercury, and pathogens. The project is designated to address 3 of these 4 potential impairments.
