The proposal would amend Policy 29 of the General Plan which reads, "The minimum parcel also permitted shall only be those as designated in the critical deer wintering area map" to "The minimum parcel also permitted shall only be those as designated in the critical deer wintering area map, unless in consultation with the California Department of Fish and Game, that the Planning Commission finds that mitigation measures have been required as part of any subdivision approval that would provide the same equivalent amount of habitat."
