Third Addendum to the Final Certified Escondido General Plan Update, Downtown Specific Plan Update, and Climate Action Plan Environmental Impact Report to Amend the General Plan and Adopt the 2021-2029 Housing Element Update” -- Case Nos. PHG 20-0030
This Third Addendum to the FEIR for the 2012 General Plan Update and approval of a general plan amendment to the City’s adopted 2021-2029 Housing Element (adopted August 11, 2021) for the purposes of complying with state Housing Element Law. The proposed general plan amendment consists of two categories of changes: 1) modifications in response to the California Department of Housing and Community Development’s (HCD) comment letters regarding Affirmatively Furthering Fair Housing (AFFH) and the suitable sites inventory, and; 2) clean up items including, but not limited to, grammatical corrections, typos, and consistency changes resulting from changes to the methodology for identifying nonvacant sites. Specifically, the City added specific metricsl to existing adopted programs 1.1, 1.2, 1.4, 1.5, 1.7, 1.8, 2.1, 3.3, and 3.4, and created two new programs, 2.9 and 2.10. The City also added a new policy (1.11). Additional narrative was added to various parts of the document for the purposes of AFFH. In accordance with the California Environmental Quality Act (CEQA), the Addendum demonstrates based on substantial evidence that the prior environmental analysis in the EIR adequately addresses the potential environmental effects of the general plan amendment and supports a finding that the modified project would not raise any significant new issues nor exceed the level of impacts identified in the previously certified EIR requiring additional analysis under CEQA.
