Document Description
LADWP is currently implementing the Owens Lake Dust Mitigation Program (OLDMP) in order to eliminate accidences of the federal particulate matter (PM10) air quality standard. Phase 8 will expand the existing system of dust control measures on the lake by installation of a dust control measure called Gravel Cover on 2.03 square miles of Owens Dry Lake area identified by GBUAPCD as emissive. Gravel Cover is one of three dust control measures GBUAPCD has determined are the "Best Available Control Measures" (BACM) for controlling dust emissions at Owens Dry Lake. LADWP's objectives for the Project include controlling dust emissions from Owens Dry Lake to meet federal regulatory air quality standards in a manner that is consistent with the laws and the Constitution of the State of California, the Los Angeles City Charter and the public trust doctrine.
