NOTE: review per lead The Department of Toxic Substance Control (DTSC) is proposing to approve a draft Non-Time Critical Removal Action (NTCRA) Plan pursuant to authority granted under Chapter 6.8, Division 20, California Health & Safety Code (H&SC) and the requirements of the Comprehensive Environmental Response, Compensation and Liability Act (CERLA), as amended by the Superfund Amendments and Reauthorization Act (SARA) of 1968; the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) in Title 40 of the Code of Federal Regulations (CFR), Part 300. The objective of NTCRA is excavation and off-site disposal of contaminated soils at the Morris Dam Facility (MDF), Installation Restoration (IR) Site 2. The Department of Navy (DON) project is the project proponent for environmental actions. The lead agency responsible for approval of the Removal Action Workplan (RAW) is DTSC. The Los Angeles Regional Water Quality Control Board (RWQCB); the California Department of Fish and Game-Office of Spill Prevention and Response (DFG-OSPR) and the U.S. Fish & Wildlife Service (USFS) are also actively involved in the environmental decision making process at MDF.
