Document Description
The Vallejo City Unified School District (VCUSD) proposes to close Hogan High School and transfer those students to Bethel and Vallejo High Schools beginning with the 2010-11 academic year. Hogan High School is located at 850 Rosewood Ave, approximately two miles from Bethel High School at 1800 Ascot Parkway and two miles from Vallejo High School at 840 Nebraska Street. Hogan High School 9th grade students would be transferred to either Bethel High School or Vallejo High School for the 2010-11 academic year, and 10th-12th grade students would follow beginning in 2011-12. The 10th-12th grade students currently residing in the northern section of Vallejo, between Sonoma Boulevard and Interstate-80, and Highway 37 and the Napa County line, would have the option to continue at Bethel High School to finish their school years. The 9th grade students would being their year at Vallejo High School. The former Hogan High School campus would become the new location for Springstowne Middle School in 2011-12.

Reasons for Exemption
The proposed project is statutorily exempt under Public Resources Code (PRC) Section 21080.18. PRC Section 21080.18 states that the closure of any public school or the transfer of students from that public school to another school is statutorily exempt from the California Environmental Quality Act (CEQA) of the only physical changes involved are categorically exempt. The project would not involve any physical changes to the Vallejo campus; therefore, the transfer of students to Vallejo High School would be categorically exempt under CEQA Guidelines Section 15301, Class:1 Existing Facilities. The Class 1 exemption "consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination.
