Right-of-Entry Permit and Image Testing
NOE - Notice of Exemption
Project consists of testing of airborne imaging sensors and issuance of a right-of-entry (ROE) permit to General Atomics to conduct same at Anza-Borrego Desert State Park. Project personnel would drive only on roads open to the general public, would then park and walk into the site at Clark Dry Lake. Personnel will carry lightweight equipment such as aluminum spheres, trihedral, or plastic traffic cone to be placed on the ground - no diggiing.

Reasons for Exemption
No potential for significant impacts to the environment is anticipated in compliance with Section 15300.2. Project consists of minor alterations in land use limitations in areas with an average slope of less than 20%, which do not result in any changes in land use or density; and basic data collection and research which do not result in a serious or major disturbance to an environmental resource.
