Document Description
Approval of a Removal Action Workplan (RAW) by the Department of Toxic Substances Control (DTSC) pursuant to Health & Safety Code, chapter 6.8 dated March 10, 2010 and updated with change pages that were submitted on April 5, 2010 by Padre Associates, Inc on behalf of the Marysville Joint Unified School District. The RAW focuses on excavation and removal to mitigate solids impacted with excessive levels of chlordan and dieldrin onsite. The purpose of the project is to mitigate impacted soils that exceed the project-specific human health risk criteria to minimize human exposure to the identified chemicals of concern (COCs). The estimated volume of impacted soils is 55 "in-situ" cubic yards or approximately 5-6 truckloads (with 20 cubic yard trucks). The cleanup levels for these COCs are: their respective California Human Health Screening Level (CHHSL) - 0.43 milligrams per kilogram (mg/kg) for chlordane and 0.035 mg/kg for dieldrin.

Reasons for Exemption
DTSC has determined that the project is a Class 30 categorical exemption project (as provided in California Code of Regulations, title 14, sections 1500.3 and 15330) and is, therefore, exempt from the provisions of California Environmental Quality Act (CEQA) and the Guidelines for the following reasons: 1. The project is a cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous water or substance. 2. The project is a removal action costing $1 million or less. 3. The project will not be located on a site which is included on any list complied pursuant to Cal. Gov. Code 65962.5 4. The project will not have a significant effect on the environment due to unusual circumstances.
