Document Description
The project entails replacing and/or realigning approximately 4,400 linear feet of existing sewer pipeline located within and adjacent to public roadways (West Vista Way, Huff Street, and Brass Lane), and replacing associated manholes. Project installation would be conducted by a combination of open trench construction and jack-and-bore tunneling within existing roadways and City-owned right-of-way adjacent to those existing roadways, The jack-and-bore tunneling within the existing roadways and City-owned right-of-way adjacent to those existing roadways. The jack-and-bore construction entails creating two jacking pits and two receiver pits, all within the public right-of-way. Most of the work would be performed at night to limit traffic impacts; nighttime work will not be conducted on the Brass Lane portion of theproject, which is a residential street, in order to prevent noise impacts on these residences. The remainder of the project site is an industrial and commercial area that would not be affected by nighttime noise.

This project is exempt under California Public Resources Code, Section 21080.21, as the project a) entails pipeline replacement and relocation totaling less than one mile (approximately 4,400 feet, or 0.83 mile); b) would be entirely confined to public streets and public right-of-way; and c) does not entail installing or replacing surface facilities related to these subsurface facilities. Most of the project is located directly within West Vista Way, Huff Street, and Brass Lane. Exceptions are parts of the project within the City park-and-ride parking lot east of Emerald Drive and the southwest shoulder of the West Vista Way/Emerald Drive intersection, all of which is public right-of-way owned by the City.
