Document Description
The existing 8-inch diameter waterline, 4-inch diameter waterline, and 4-inch diameter waterline in Ben Nevis Boulevard, Conning Street and Lorlita Street, respectively, are older sections of waterlines within Jurupa Community Services District from the old Glen Avon Heights Mutual Water Company. The District previously replaced waterlines in Mission Boulevard, Union Street and Hastings Boulevard which will allow replacement of the Ben Nevis Boulevard, Conning Street and Lorita Street pipelines to connect to these newer facilities for a sound water system. The District proposes to replace approximately 3,060 linear feet of water pipeline within the Ben Nevis Boulevard right-of-way between Mission Boulevard and 300 feet east of Lindsay Street and approximately 1,150 linear feet of water pipeline within the Conning Street right-of-way between Union Street and Mission Boulevard and approximately 640 linear feet of water pipeline in Lorita Street right-of-way south of Hastings Boulevard.

Reasons for Exemption
Section 15302 of the CEQA Guidelines allows for replacement of existing facilities involving negligible or no expansion of capacity. The proposed waterline replacement is to ensure that there are no failures in the system due to outdated pipelines. No additional capacity is gained from this replacement. This exemption is for projects which require replacement or reconstruction to existing facilities. This project is a replacement of an existing District facility and will serve the same purpose and capacity as the existing facility being replaced. This project is determined to be consistent with the requirements of this exemption.
