Document Description
Jurupa Community Services District (JCSD) is responsible for providing water, sewer, and streetlights for over 85,000 people and for maintaining more than 100 acres of parks and over 25 miles of frontage landscape in an unincorporated, 48-square-mile region of western Riverside County. In an effort to maintain this level of service, JCSD plans to implement the Wells 8, 11, 12, 14, 16, and Roger D. Teagarden Ion Exchange Plant Improvement Project. This project includes the installation of new, Southern California Air Quality Management District (SCAQMD)-permitted emergency back-up generator sets (gensets) at Wells 8, 12, 14, and 16 that will operate less than 200 hours per year, roof modification to Wells 11 and 12, the installation of two shade canopies and other improvements such as drainage, valve replacement and instrumentation within the Roger D. Teagarden Ion Exchange Plant. The project is located within previously disturbed areas.

Reasons for Exemption
Per Section 15301 of the CEQA Guidelines, the Class 1 exemption allows for the construction of new, small facilities, new equipment, and minor alterations of existing public or private structures. This project includes the installation of new, SCAQMD-permitted emergency back-up generator sets (gunsets) at Wells 8, 12, 14 and 16 that will operate less than 200 hours per year, roof modification to Wells 11 and 12 and the installation of two shade canopies and other improvements such as drainage, valve replacement and instrumentation within the Roger D. Teagarden Ion Exchange Plant. The project is located on previously disturbed lands which are currently maintained by JCSD, and which have little or no biological value. Therefore, the improvements are not expected to affect biological resources. Additionally, due to the disturbed nature of the site and the fact that the improvements will require little excavation, cultural resources are not expected to be unearthed. The proposed project does not expand use beyond what currently exists. This project is consistent with CEQA Guidelines Section 15301 Class 1(b) as it includes the construction and installation of small new equipment and canopies that will not have adverse environmental impacts. The proposed construction does not expand the use of capacity of JCSD. The proposed retrofit project has been determined to be consistent with this exemption.
