Document Description
The San Diego RWQCB is issuing a Clean Water Act Section 401 water quality certification (Cert. No. R9-2014-0104) to the project applicant. The applicant proposes to develop a mixed-use village core development and construct an off-site utility corridor (for sewer, water, and access/trail for utility and public access to Otay Valley Regional Park) south of project site. Compensatory mitigation for project impacts from the fill of waters of the U.S>/State will be provided through reestablishment of stream channel/floodplain at the Otay River Restoration Project Site.
