Document Description
The City of East Palo Alto (City) has prepared a Supplemental Mitigation Negative Declaration (SMND) for the East Palo Alto Phoenix Academy (renamed KIPP Esperanza High School, the MND was adopted in August 2010). The Lead Agency for the original MND at that time was Oakland Unified School District due to OUSD’s affiliation with Aspire Public Schools, with the City serving as a responsible agency.
In light of new information, the SMND has been prepared to analyze the proposed project modifications in relation to the following changes. KIPP Bay Area Public Schools is seeking a Conditional Use Permit that would result in the following changes to the existing condition and campus plan:
• Interim (Phase 1) use of the existing East Parking as an outdoor all-weather basketball court.
• Ultimate (Phase 2) construction of four new classrooms (including two restrooms and outdoor gathering space) to replace the interim basketball court use. New building area would total 4,000 square feet, or a less than 10 percent increase over existing 38,400 square feet.
• Change in total parking inventory from 68 to 52 spaces.
• Incidental changes to building colors/painting.
• Net increase of up to 239 high school students above the currently approved facility capacity.
