Foster Farms proposes to expand its rendering operation at the existing poultry processing Complex. Foster Farms will utilize an existing vacant building on its site, northwest of existing Plant #2, for rendering operations. The building is approximately 6,150 sf in size and will be expanded by an additional 2,500 sf of covered and enclosed space. Foster Farms will install a continuous-cooker-based poultry offal rendering process, including several storage bins and tanks in a fully enclosed building. The rendering expansion will include a vapor handling system a condenser, venturi scrubber, and a regenerative thermal oxidizer that is designed to capture and destroy high-intensity process emissions (including odors and volatile organic compounds [VOC]). To minimize fugitive emissions, the expansion has been designed to been designed to be fully enclosed.
