- The Administrative Office of the Courts (AOC) concludes that the Class 32 exemption is appropriate for the project because: 1. The AOC is not subject to local government agencies' land use authority, so the AOC concludes that general plan designations, general plan policies, and zoning designations are not applicable to a State of California project. The AOC concludes that the facility will be consistent with a City of Madera's general plan designation. 2. Second, the project site covers less than five acres and is within the City of Madera. 3. Third, the site is substantially surrounded by urban uses and has not habitat value for endangered, rare, or threatened species. 4. Fourth, the site has adequate existing utility services and public services. 5. Fifth, the re-development will not create significant environmental effects.
