Document Description
In order to improve traffic signal operations and improve energy efficiency, The City proposes to construct several Intelligent Transportation System (ITS) improvements at various locations throughout the city. All work would take place within the existing roadway prism, sidewalks, or on existing traffic signal poles within existing City right-of-way. All project activities will occur within City right-of-way or public utility easements on previously disturbed land. The project would not change the horizontal or vertical alignment of the roadways or sidewalks, and no traffic generating structures or features would be constructed as part of this project.

Reasons for Exemption
Categorical Exemption Class 1 (CEQA Guidelines Section 15301) applies to minor alteration of existing public or private facilities when the alternation involves negligible or no expansion of an existing use. The proposed improvements would take place within or adjacent to existing streets, intersections, sidewalks, and landscaped strips on paved or previously graded land within the City of Elk Grove's right-of-way or public utility easements to allow for the installation of upgraded traffic signal operations equipment and interconnect systems, and increased energy-efficient signage. The project would involve minor alterations to existing public facilities to provide improved traffic signal operations in conjunction with existing structures and facilities and would not result in expansion of use beyond existing conditions. The project's improvements would not affect access to nearby residences or businesses. No special circumstances exist that would create a reasonable possibility that the proposed project will have a significant adverse effect on the environment. Therefore the project qualifies for a Class 1 exemption and no further environmental review is required.
