Document Description
This project involves DTSC's approval of a Draft Soil Removal Action Workplan (RAW) which describes response actions to remove total petroleum hydrocarbons (TPH) from soil in the upper 10 feet of a 120 foot by 90 foot area located in Area of Concern 1 (AOC-1) where there are potential plans to construct a one story office building. The potential future building is anticipated to have footings no deeper than 5 feet below ground surface (bgs) and therefore TPH removal will be limited to the upper 10 feet bgs and remove approximately 2,000 cubic yards of impacted soil for disposal at an approved solid waste landfill.

Reasons for Exemption
1. The project is a small removal action estimated to cost well below the cost criteria of $1 million identified in 14 CCR 15330. 2. The Site is not on the Hazardous Waste and Substances Sites list, compiled pursuant to Government Code section 65262.5. 3. A licensed hazardous waste contractor will implement the removal activities. Site workers will comply with health and safety requirements of Title 8, California Code of Regulations and 29 Code of Federal Regulations, section 1910.120. 4. There are no endangered species, either plant or animal, or sensitive habitat on the Site or in the site vicinity. 5. There are no known cultural resources areas in the vicinity of the site. 6. The removal action will involve only excavation of approximately 2,000 cubic yards of TPH impacted soil and transported offsite to a licensed facility. In the event that any hazardous waste is generated it will be transported by licensed hazardous waste transporters to a hazardous waste disposal facility. 7. The work will be conducted Monday through Friday between 7am and 6pm, which is within the hours allowed under the local Noise Ordinance.
