Document Description
The project entails an emergency road closure and culvert replacement on Feather River Boulevard at the Plumas Lake Canal. On May 19, 2010, Yuba County Public Works discovered that a portion of a 72-inch culvert under Feather River Boulevard, south of Rich Road had collapsed. The adjacent culvert also showed signs of failure. The culvert and Plumas Lake Canal convey water to farms and are also part of the County's and Reclamation District 784 storm drain system. The Public Works Department has determined that the culverts cannot be repaired and need to be replaced immediately.

Reasons for Exemption
The project is listed as a statutory exemption pursuant to Section 15269(b) of the California Environmental Quality Act (Emergency Projects): Emergency repairs to public facilities necessary to maintain service essential to the public health, safety, and welfare. The culvert is an essential component of the County of Yuba's and Reclamation District 784's drainage system. In addition, collapse of these culverts could result in a catastrophic road failure. The Plumas Lake Canal also provides irrigation water to adjacent farmlands.
