Document Description
The project consists of buring up to nine acres of grassland and sparse chaparral at the Rancho de Guadalupe area of the Sierra Azul Open Space Preserve for the purpose of training and study. The burn project will occur during the period of April 1 and December 31, 2010.

Reasons for Exemption
Section 15304 allows activities resulting in minor alterations to land such as grading, landscaping, filling of earth, trenching, and backfilling. The proposed controlled burns are similar to these activities in that they are only a temporary alteration to the land. In comparison to other agencies who regularly conduct controlled burns of areas greater than 50 acres, the proposed nine-acre burns are considered small, resulting in little impact to the land. The vegetation is a grassland community. No trees will be removed and the reduction of thatch and invasive species from the area will result in overall habitat improvements.
Section 15306 allows for basic data collection, research, experimental management and resource evaluation projects. This project will increase the District's knowledge of the role of fire in vegetation management.
