Document Description
The Parkway Transit Village Site is 238-acres in size and is also known as the Breuner Marsh. "Area C" (a square 18-acre parcel) has been sampled for environmental contaminants and cleanup is required. According to the Removal Action Workplan (RAW), the project involves minor excavations at Area C totaling approximately 15 cubic yards of contaminated soils from lead. The removal action will reduce or mitigate exposure to the contaminated source soils that pose a threat to human health and the environment.

Reasons for Exemption
-A site-specific Health and Safety Plan will be developed by the selected contractor in concurrence with DTSC. The Health and Safety Plan will also include perimeter monitoring for airborne lead and PAHs incorporating upwind and downwind locations while the Contractor performs earthwork operations. A perimeter total dust action level of 50 micrograms per cubic meter (ug/m3), measured as the difference between the upwind and downwind stations, will be used during all dust generating activities to minimize the off-site migration of dust. Levels in excess of the perimeter total dust action level will trigger implementation of additional engineering controls in an effort to minimize off-site migration of dusts. These levels will be measured using a Mini-Ram, Dust-trak or other direct-reading instrument. These readings should be collected hourly during excavation and other dust generating activities related to implementation of the RAW. Dust created by placement of non-contaminated fill will also be minimized by suitable control measures and will be detailed in the Health and Safety Plan. -The site is not known area of cultural resource significance, -The site is not listed on the Hazardous Waste and Substances Site (Cortest) List pursuant to Government Code section 65962.5.
