The applicant submitted an Authority To Construct (ATC) application to the Shasta County Air Quality Management District for the reactivation of an existing cogeneration plant. The plant will produce steam used to produce electricity and steam used to dry lumber in kilns. The District ATC would allow the applicant to initiate the plant reactivation process. The District ATC will list operating conditions that state best available control technology (ie: emission control equipment; emission limits) requirements to satisfy pollutant ambient air quality standards. The plant project is limited to the increase in air emissions only.
