To establish a pumice and cinder, open-pit, surface mining operation encompassing 28.3 acres previously disturbed by a surface mining operation that has since been abandoned. Operations include the extraction, crushing, stockpiling, and commercial export of ~900,000 cy of material over a 20 yr period. The maximum depth of mining is 60 ft with an average depth of ~15.7 ft.
