City of Lake Forest 2008-2014 Housing Element: State Law requires each city and county to adopt a Housing Element of the local General Plan. The Housing Element is required to be updated periodically to reflect current conditions and legal requirements. All cities and counties within the Southern California Association of Governments (SCAG) region are required to update their housing elements to cover the period 2008-2014.
