The purpose of the housing element is to identify the County's housing needs; to state the County's goals and objectives with regard to housing production, rehabilitation and conservation to meet those needs; and to define the policies and programs that the County will implement to achieve the stated goals and objectives. The Draft Housing Element is a policy document intended as a guide to decision makers in meeting the County's housing objectives over the next five years, including the provision of housing for very low, low and moderate income groups.
