- The proposed Downtown Downey Specific Plan would guide growth and development in the downtown by establishing 131 acres as mixed use and creating districts with specific development and design guidelines. The Specific Plan would introduce a variety of housing types, promote the downtown as an economic core, and establish the downtown as a cultural center for Downey. The Specific Plan also would strengthen pedestrian, bicycle and transit-oriented characteristics, and ensure access for automobiles.
