California Code of Regulations Title 14, Chapter 3, Section 15273(a)(1) provides that CEQA does not apply to the establishment of fees by public agencies for the purpose of meeting operating expenses. Rule 350 establishes fees to recover the District's costs to implement Rule 250 (Sacramento Carbon Exchange Program). Therefore, Rule 350 is exempt from CEQA.
