Issue a temporary, twenty month non-exclusive right of entry permit to the City of Sacramento to allow the City and its contractors access to a state-owned lands for the purpose of erecting four utility poles and 240 feet of cable to provide perching opportunities for the Purple Martin, an endangered bird species. The temporary perching structure is a mitigation measure identified in the Environmental Impact Report for the Rail yards Specific Plan, State Clearinghouse file number 2006032058.
