This project is exempt from CEQA because it can be "seen with certainty that there is no possibility that the activity in question may have a significant impact on the environment." This certainty is based on the Sanitary District's past experience with numerous sewer construction and rehabilitation projects of this nature, and the mitigated measures include in all such projects to alleviate any impacts. Most project elements also are exempt as minor alteration and repair of existing public facilities or topographical features involving negligible or no expansion of use beyond that previously exist.
