Reasons for Exemption
The Administrative Office of the Courts (AOC) concludes that the Class 32 exemption is appropriate for the project because: 1. The AOC is not subject to local government agencies' land use authority, so the AOC concludes that general plan designations, general plan policies, and zoning designations are not applicable to a State of California project. The AOC concludes that the facility will be consistent with the City of Greenfield's general plan designation; 2. Second, the project site covers less than five acres; 3. Third, the site is substantially surrounded by urban uses and has no habitat value for endangered, rare, or threatened species; 4. Fourth, the site has adequate existing utility services and public services.
