Document Description
NOTES: FINAL In January 2005, Eastern Municipal Water District (EMWD) approved and authorized California Environmental Quality Act (CEQA) certification of the Phase I, Regional Brine Pipeline Project. A Notice of Determination was filed on January 24, 2005 and the California Department of Fish and Game Filing Fee was paid. At that time, the project consisted of approximately 19,800 lineal feet of brine conveyance pipeline that would extend from the future Perris II Desalter to an existing brine pipeline at the Menifee Desalter Plant. Since that time, the proposed Phase I Regional Brine Pipeline (now identified as the Water Supply Desalination Infrastructure, Brine Pipeline Project) has been reduced to approximately 9,509 lineal feet, and realigned to extend from the future Perris II Desalter to tie into the existing brine line at the intersection of Hull Street and McLaughlin Road. The United States Army Corps of Engineers (USACOE), Los Angeles District is assisting EMWD and thus the project is now subject to both the California environmental Quality Act and the national Environmental policy Act (NEPA). Accordingly, the USACOE has complete preparation of the NEPA Final Environmental Assessment/finding of No Significant Impact for the brine pipeline project. The USACOE has determined that impacts resulting from the Water Supply Desalination Infrastructure, Brine Pipeline Project will not have a significant adverse effect upon the existing environmental or the quality of human environment and that the project is in compliance with both NEPA and CEQA.
