General Plan Implementation, Zoning Ordinance Text & Map Revisions & Minor General Plan Land Use Map & Policy Modifications/Corrections for Internal Consistency

In order to implement the new General Plan adopted in May 2009, the City is undertaking comprehensive revisions to the Zoning Ordinance, Title 18 of the City's Municipal Code. The current version of the Zoning Ordinance was adopted by the City in September 1994. Although it has been updated throughout the years, this is the first comprehensive update. The Zoning Ordinance update includes revisions to the City of Cloverdale Zoning Map, which is part of the Zoning Ordinance. The project analyzed in this Initial Study also includes revisions and corrections to the General Plan policies and Land Use Map east and west of the City limits to implement General Plan policies related to the Urban Growth Boundary (UGB) and minor land use designation changes to implement the Downtown/Station Area Plan adopted in February 2010, as well as the correction of other negligible General Plan errors. All of the proposed changes are based on policies of the recently adopted General Plan. There are no proposed changes to land uses, zoning designations or development standards that would result in increased density, increased population potential or major infrastructure upgrades that were not included in the General Plan or evaluated in the General Plan EIR.
