Document Description
Construction of a new four-building residential complex totaling approximately 22,000sf and consisting of three two-story buildings and one three-story building, containing a total of 33 apartment units and providing a total of 24 parking spaces, on an approximately 36,659sf parcel. The existing church building and associated surface parking lot will be demolished and removed; the existing unmanned wireless telecommunications facility will remain. As proposed, a Zoning Administrators Adjustment to permit a reduced five-foot front yard setback from Beswick Street in lieu of 15-feet, and a Zoning Administrators Determination to permit an approximately six-foot in height fence within the required yards along Beswick and Esperanza Streets is required. In addition, a General Plan Amendment to the Boyle Heights Community Plan from the Low Medium 1 land use designation to Low Medium ll and a concurrent Zone Change from R2-1 to RD1.5-1 is requested for all the properties bounded by the Interstate 5 freeway on the northeast, Esperanza Street on the southeast, Beswick Street on the southwest, and Spence Street on the northwest. In consideration of restricting 32 of the units for low and very low income senior residents, the following Density Bonus incentives are requested: 1) a 35% density bonus; 2) one-half parking space per unit; 3) a reduced 12-foot side yard setback along Esperanza Street and a five-foot northerly side yard setback, in lieu of the 15-feet otherwise required.
