Note: Final EA for Proposed Rule 1420.1 (pursuant to PRC S.21080.5 (Certified Regulatory Program) & CCR S15153) On December 31, 2010, the U.S. EPA designated Los Angeles County only as nonattainment for the new National Ambient Air Quality Standard (NAAQS) for lead and required the SCAQMD to prepare a 2012 Lead SIP to demonstrate attainment of the Lead NAAQS no later than December 31, 2015. The 2012 Lead SIP includes a control measure to lower the ambient lead limit in Rule 1420 - Emissions Standards for Lead, from 1.5 to 0.15 ug/m3, consistent with the lead NAAQS and Rule 1420.1. Current monthly lead monitoring data in the Basin at facilities subject to Rule 1420 show average lead concentrations are less than 0.15 ug/m3, so the proposed control measure is not expected to result in modifications at affected facilities. If monitoring near or at a lead facility exceeds 0.15 ug/m3, the proposed control measure may require implementing lead control requirements similar to those in Rule 1420.1, e.g., lead monitoring, housekeeping activities, etc. Because the October 2010 Final EA for Rule 1420.1 (SCH No. 2010041086) meets the requirements of CEQA Guidelines S15153(1)(A through C) as determined through the preparation of an IS, SCAQMD staff has concluded that it is appropriate to rely on the October 2010 Final EA for Rule 1420.1 as the CEQA document for the 2012 Lead SIP.
