The San Diego Association of Governments (SANDAG) is preparing this Draft Environmental Impact Report (DEIR) to evaluate San Diego Forward: The 2021 Regional Plan (the proposed Plan). The proposed Plan is an update to San Diego Forward: The 2015 Regional Plan, adopted in October 2015, and the 2019 Federal Regional Transportation Plan, adopted in October 2019. The proposed Plan integrates land use, transportation systems, infrastructure needs, and public investment strategies within a regional framework intended to preserve and improve quality of life, maximize mobility and transportation choices, and conserve and protect natural resources.
The project location is the San Diego region. The San Diego region is coterminous with San Diego County.
