San Diego Forward: The Regional Plan is an update to the Regional Comprehensive Plan for the San Diego region and the 2050 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), combined into one document. The EIR for the regional plan analyzes the effects of regional growth and land use change and transportation network improvements and programs over the 2050 horizon of the regional plan.
