Document Description
The Project involves constructing left-turn lanes for northbound and southbound directions on SR 41 with associated pavement widening to the east of the existing alignment from 1 to 12 feet, and realigning Jackson Avenue to meet the Advisory Standard 75 degree (minimum) intersection skew angle. The design incorporates variable widths ranging from 12 feet to 24 feet in and around the intersection to accommodate truck turning movements and 8-foot shoulders. The widening begins at PM 37.5 and ends at PM R38.1. The realignment moves Jackson Avenue approximately 45 feet (maximum) south of the existing Jackson Avenue alignment. The Project also includes relocating several utility poles and upgrading the existing safety lighting. The Project will impact 6.24 acres of Tipton kangaroo rat (Dipodomys nitratoides) habitat including temporary impacts to 4.16 acres and permanent removal of 2.08 acres of habitat. The Project is expected to result in incidental take of Tipton kangaroo rat, which is designated as an endangered species under the California Endangered Species Act. The ITP referenced above as issued by DFG authorizes incidental take of the Tipton kangaroo rat, subject to various terms and conditions, including the requirement that all authorized impacts are fully mitigated and take is minimized.
