Document Description
Project is monitoring and extraction wells developed based using a numerical groundwater flow model for the Whitaker-Bermite site vicinity. The project will provide additional characterization of onsite aquifer properties is needed to evaluate the design and performance of the entire network and to determine the potential need for additional onsite extraction wells. Additional field activities including groundwater sampling and aquifer testing at each of the extraction wells will be conducted as part of the installation. Any future modifications or additions to the Saugus remediation well network would be made in coordination with future land development plans, if they are available at that time. In conjunction with the design and implementation of the pilot system, engineering studies for extracted groundwater treatment and conveyance, and evaluation of treated water discharge or reuse options would be conducted separately and concurrently.

The proposed Saugus Aquifer Remediation Program is exempt under the provisions of CEQA and the State CEQA Guidelines, since it involves only wells associated with feasibility and planning studies for possible future remediation actions, as well as basic data collection and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These activities may be strictly for information gathering purposes, or as part of studies leading to actions which a public agency has not yet approved, adopted, or funded. Accordingly, the proposed action qualifies as a Class 6 Categorical Exemption (Section 15306 of the State CEQA Guidelines).
