Document Description
The proposed project will integrate three operating principles. 1) Combined heat and power (CHP) generation, 2) Homogenous Charge Compression Ignition (HCCI) engine technology, and 3) utilization of biogas. HCCI is a relatively new engine technology but has potential to lower emissions of Nitrogen Oxides (NOX) and other pollutants while maintaining the high level of efficiency typical of modern direct injection (DI) diesel engines. HCCI engine technology provides a low risk path to high efficiency, low emisions and low cost power generation, and a suitable alternative capable of supporting California's increased energy and reduced emission's necessities.

Reasons for Exemption
Class 29 - Installation of certain cogeneration equipment of less than 50 megawatts capacity at existing facilities. The experimental combined heat and and power (i.e., cogeneration) equipment to be installed and tested at the existing facility is of 30 kilowatts (i.e., less than 50 megawatts) capacity. Class 6 - Basic data collection, research, experimental management, and resource evaluation activities that do not result in major disturbances to an environmental resource.
