- The San Diego Regional Bicycle Plan contains goals and recommendations that are regional in scope and provides a planning framework to guide local and regional decision making. The Regional Bicycle Plan also provides guidance to local decision makes on the design of bicycle facilities, development of programs, and for prioritizing improvement projects. The Plan outlines the necessary steps for a phased implementation strategy where the prioritization of projects and detailed financing options will be undertaken in a subsequent effort that coincides with the update to the Regional Transportation Plan (RTP) in 2050.
