Document Description
The following describes the proposed Westhaven I Residential Development Project (proposed project) submitted by DR Horton CA3 Inc. (project sponsor) that would result in the development of a 12.33-acre project site with 55 single-family homes and two out lots. The City of Reedley (City) is the lead agency for review of the proposed project under the California Environmental Quality Act (CEQA). The proposed project is within the scope of the certified City of Reedley 2030 General Plan and City of Reedley 2030 General Plan Environmental Impact Report (EIR).
The responses in an environmental checklist prepared for the project demonstrate for each CEQA topic that, because the proposed project was evaluated and impacts were mitigated to the degree possible as part of the City’s General Plan (General Plan) Final Environmental Impact Report (General Plan FEIR) certified by the City Council on February 18, 2014 (State Clearinghouse #2010031106), no additional CEQA review is required pursuant to Public Resources Code Section 21166 and Sections 15162 and 15168(c) of the State CEQA Guidelines. State CEQA Guidelines Section 15168(c)(4) recommends using a written checklist or similar device to confirm whether the environmental effects of a subsequent activity were adequately covered in a program EIR. The responses contained in the checklist confirm that the project was considered within the scope of the evaluation within the General Plan FEIR and no new impacts were identified, and no new mitigation measures are required. Based on the analysis, the City can approve the proposed project as being within the scope of the General Plan covered by the General Plan FEIR, and no new environmental document for the purposes of CEQA clearance is required. Pursuant to Public Resources Code Section 21166 and State CEQA Guidelines Section 15168, the proposed project is within the scope of the General Plan FEIR and no further review is required under CEQA.
