Document Description
This EIR on the proposed GreenCycle project is being circulated as a Draft Supplemental EIR. The GreenCycle project was most recently under consideration paired with the Kiefer Landfill Special Planning Area/GreenCycle Draft EIR (2009-PWE-00173), released in February 2012. However, the GreenCycle component of that 2012 Draft EIR draws much of its analysis from the previous stand-alone GreenCycle FEIR, certified in March 2010 (2005-0161). That 2010 FEIR analyzed a site directly across Kiefer Boulevard from the two sites analyzed in the 2012 DEIR. The proximity of the site analyzed in 2010 FEIR to the two proposed sites analyzed in the 2012 DEIR, allowed much of that previous analysis, such as traffic, air quality, noise and odors, to apply to the current analysis. The GreenCycle project consists of the construction and operation of a solid waste facility that will accept and process a maximum of 600 tons per day or an average of 450 tons per day of green waste. The facility will recycle green waste into usable compost. The project will operate under the terms and conditions of a Solid Waste Facilities Permit using an aerated static pile (ASP) methodology for composting green waste.
