Document Description
The project is comprised of two components, both of which are analyzed in the Environmental Impact Report. The Kiefer Landfill Special Planning Area (SPA) is analyzed at a programmatic level. The GreenCycle composting facility is analyzed at the project level. The Kiefer Landfill SPA divides the plan area into four districts that either provide for business opportunities that utilize the landfill proximity or restrict development to minimize adverse impacts on open space or critical habitat. The GreenCycle project consists of the construction and operation of a solid waste facility that will accept and process a maximum of 600 tons per day or an average of 450 tons per day of green waste.
